As the evolution of eGovernance, eGovernment and eDemocracy led to the advancement of Good Governance?

In today’s face paced digital world, technology as be breaking barriers in governance. The relationship between the state and its citizens has changed drastically because of the digital revolution of governance, which gave the rise to eGovernance, eGovernment and eDemocracy. The described developments have been central in promoting good governance. According to the World Bank (2020) good governance is characterized by transparency, accountability, efficiency, responsiveness and inclusiveness. But do these advancements truly promote good governance? Let’s explore how these digital advancements contributes to better governance and highlights some key developments both regionally and internationally.

We ask ourselves, what is e-government, e-governance and e-democracy?

Sharma (2015) posts that e-government focuses on the use of digital technologies to improve government operations. It primarily aims to increase government efficiency, transparency and accessibility to information. Palvia and Sharma (2015) e-government is the “automation and digitalization of government processes” and it emphasizes on the service provision than the participation of citizens on the hand, Heeks (2001) explains that e-governance focuses on how information and communication technologies (ICTs) helps to influence broader governance processes such as policymaking, regulations and engagements in an interactive state. Additionally, Van der Meer et al, describes e-democracy as leveraging technology to enhance participatory democracy and ensure more transparent and accountable governance.

There are several theories that explains how digital governance contributes to good governance. In Moore paper Creating Public Value: Strategic Management in Government (1995) Public Value Theory, argues that eGovernance creates public value thus by increasing transparency, efficiency and citizen satisfaction. The Network Governance Theory by Castell (2020), suggest that digital platforms in states improves governance by enabling networked interactions among the government, private sector and civil society. The Principle- Agent Theory by Jensen and Meckling (1976) posits that through eGovernment mechanisms, they reduce corruption by enhancing oversight and reducing information asymmetry and then we have the Deliberative Democracy Theory (1984) which emphasizes that eDemocracy enhances public participation and legitimacy through digital deliberation.

How Digital Governance advances Good Governance

International Organizations such as the United Nations and the World Bank advocates for the usage of eGovernance to promote good governance. The United Nation’s eGovernment Development Index (EGDI) has a system that ranks countries based on their online service delivery telecommunications infrastructure and human capital. Countries such as Denmark and South Korea who are high ranking countries demonstrates the linkage between strong eGovernment initiatives and governance quality (United Nations, 2022). Madon (2004) argues that eGovernance should be assessed not just for service delivery for service delivery improvements but also for its impact on social inclusion, empowerment and economic development. For example, Jamaica eGovernance initiatives has been seen through the government implementation of the National Identification System (NIDS). This was initiated to streamline public services and reduce fraud. This aligns with Moore’s public value theory which emphasizes that government technologies should create meaningful benefits for citizens. Additionally, the deliberate Democracy theory by Habermas (1984) can be seen used in Brazil’s eDemocracy platform called the Participatory Budgeting (PB) whereas Port Alegre’s online budgeting system have enhanced citizen engagement and accountability, the country’s citizens see this as a deliberate move through digitization. The Principal -Agent Theory, can be see through Rwanda’s digital transformation known as the Irembo eGovernment portal, this platform have eighty-nine public services vie mobile devices or desktops. This platform has improved public service delivery and reduces bureaucratic inefficiencies.

Challenges to consider.

Desipte the benefits of eGovernance, the drive of good governance faces some challenges, these includes; The unequal access to technology within some Small Island Developing states can leave marginalized populations behind in the digital age, Cybersecurity Risks, the risk of cyber-attacks have become more prevalent moving to the digital age. Protecting citizen’s data and preventing these attacks is a major concern in the 21st century. The resistance to change, this challenge is one that is at the top as some government and bureaucracies may resist the digital transformation due to entrenched practices and how the country was socialized therefore they might share different views on digital advancement.

The Future

Gentle Reader as we look ahead, the key to a successful eGovernance lies in an inclusive digital transformation. Governments throughout the world must invest in its country’s infrastructure, digital literacy, and cybersecurity to ensure that its citizens benefit from digital governance. As digital tools continuously evolve, their ability to enhance good governance will rely on a country’s ethical implementation, equitable access, and strong public-private collaborations.

The digital revolution in governance is here to stay. The challenge now is to ensure that its benefits reach each and every citizen, fostering a more transparent, accountable, and participatory world.

    1. The blog post seeks to highlight e-Governance, e-Government and e-Democracy's role in promoting Good Governance. In responding to the question, the author has provided a clear definition of the key terms and has also provided relevant examples. I also appreciated the fact that the author highlighted our government's NIDS initiative. However, NIDS has not been implemented in Jamaica. According to "Risking identity: A case study of Jamaica’s short-lived national ID system" by Hopeton Dunn,as a result of Chief Justice Sykes ruling of NIDS as "null and void" and a violation of the citizens rights. In fact Chief Justice Sykes also stated that the enactment of the law failed to rely on persuasion; the provision for NIDS stated that every citizen would have to sign and provide biometric information. NIDS raised questions about privacy and protection of citizens' data. Although the courts ruled NIDS as unconstitutional, we can credit the Jamaican government for trying to improve the services provided to the people. I also believe that approaching such a project with a holistic stakeholder involvement could increase the chances of the implementation of such a law. Nevertheless, governments ought to ensure that the laws also correspond well with these new initiatives.

      This brings into perspective the first question - Should all government services be digitized, or are there areas where traditional methods are still necessary? I do believe that digitization is inevitable. Estonia is a prime example of this, Estonia has more than 90% of its services online. Thus digitization isn't the issue here, I believe the question to be asked is How will government services be protected once they are all digitized ? Cybercrimes have been on the rise, hackers have been able to hold critical information at ransome and many governments have had to pay out millions to regain access to their own data. However I do believe that with digitization, we should have physical storage of data or more so both traditional and digital government services should be offered as means to combat cybercrimes.

      I believe one of the major ethical concerns associated with e-Government is capitalistic surveillance. China is an example of a country that has used citizens' data for surveillance purposes. Now whilst this may reduce crime or prevent it, this infringes on the privacy rights of each individual. Estonia on the other hand, has discovered another solution--- awarding citizens the right to own their information. This means that citizens can see when government officials access their data and from where. This innovative idea has helped to reduce citizens' worry of their data being used or stored unethically.

    2. Chesine, please note that while NIDS is not currently available to all, there was a pilot project of 300 individuals who by now should have received their NIDS cards. What those cards can do and who accepts remains to be seen but some version of it has technically been implemented.

  2. The blog introduces the basics of the subject well by defining the notion of good governance and posing a problem. There are many references cited from different but official and recognized sources.
    Several examples in different countries are cited, which allows a broad understanding of the subject (Jamaica, Brazil and Rwanda). It could have been interesting to see an initiative in one of the two countries cited (Denmark and South Korea) to see which initiatives work and what allows them to be also classified in the EGDI.
    The risks associated with e-governance are presented, even if the risk of cyberattack could be more detailed, especially during elections and the risks of foreign interference.
    The conclusion encourages a more inclusive development: “infrastructure, digital literacy, and cybersecurity”. It could be interesting to add to these terms the inclusiveness of minorities whatever they may be, and of women in the development of e-governance initiatives. These populations are often marginalized, invisible and participate very little in democratic bodies, which new technologies could help to overcome.
    Finally, the author of the blog wonders whether e-governance really promotes good governance, which the World Bank has set up as a model to follow. However, one could also question good governance itself, which although it promotes transparency, accountability, efficiency, responsiveness and inclusiveness, is not exempt from criticism, particularly in its implementation without adapting to the context of the countries where it is implemented, and by external actors. It was a good blog overall.

    1. Interesting point re: good governance Caroline. What are some criticisms of "good governance" and who is doing the criticizing? And how do these criticisms help or hinder governments and their implementation of tools like IT?

The main criticism is that good governance was imagined according to what Western countries considered to be the right way to do things and that they impose their vision on the rest of the world. These Western countries have not necessarily applied what they impose on developing countries (complete liberalization of the market for example). They do not take into account the specificities of each country (history, culture, population, size of the territory, etc.). Those who make these criticisms are often the "Global South" countries, but today researchers around the world also criticize this approach. The World Bank itself has questioned its structural adjustment plans that it had imposed in the 80s, without however questioning its entire vision. I think that in the implementation of IT, the criticisms made of good governance must allow other countries not to do the same things for e-governance. Certainly Western countries can be considered as models for IT because they are the countries that have implemented these initiatives the most, such as Denmark or South Korea, but we should try not to just transpose their initiatives without adjustments because all countries have different contexts.

  3. The blog starts by giving the audience the foundations of eGovernment, eGovernance, and eDemocracy which sets the tone and aids the direction for the evolution thereof. And while it is very evident that there is room for improvement due to the possible risks associated with digitization. There is no doubt that all government services should be digitized to aid in the overall efficiencies of the services provided by the Government. In many ways, digitization should be breaking down the IT silos and satellites that establish barriers between the various government entities.

    Although not covered in the blog, there is the example of digitization for the registration of births and deaths through the Registrar General Department (RGD), which has proven to host a great deal of data. Merely collecting, digitizing, and sharing this kind of data aids the Statistical Institute of Jamaica (STATIN) in reporting on births and deaths in Jamaica more efficiently and effectively.

    Additionally, there has been a connection with the Passport Immigration and Citizenship Agency (PICA), as the birth certificate issued by RGD is one of the required documents for citizens to obtain their passports. This however, seems to be a semi-automated process and, there could have been a direct link between both government agencies to eliminate the requirement of the applicant considering that the information is already captured by the Government of Jamaica.

    Lastly, the digitization and connection of all government services will most definately reduce corruption on one hand and yet create new forms of cyber corruption on the other.
    However, with proper research, design, and development methods, the Government will be able to mitigate the new forms of corruption that may present itself.

    1. Lloyd, the issue you have highlighted between RGD and PICA is about interoperability, too many of the government's software do not speak to each other, which creates inefficiencies and frustration.

    Theoretical frameworks, including Public value Theory, Network Governance Theory and Principal Agent Theory, strengthen the academic foundation of the blog. Real world examples from Denmark, South Korea, Jamaica Brazil and Rwanda demonstrates how digital governance works.
    3. Can digital governance reduce corruption, or could it create new forms of cyber corruption?
    According to (UN, 2022), Digital governance can reduce corruption by increasing transparency, accountability and efficiency. it reduces human interaction while increasing public monitoring and strengthening digital identity systems, hence reducing fraud and bribery. However, it has to develop new forms of cyber corruption, such as cyber fraud, algorithm bias, and data privacy violations.

  5. I believe that all government services will ultimately be fully digitalized, but I think that this should be done gradually and depending on the context of each country.
    For example, Jain Palvia and Sharma (2015) stress that citizen services should benefit more from digitalization than internal governance processes, while Heeks (2001) insists that “e-readiness” is crucial. Indeed, in areas where digital literacy is low or connectivity is limited, traditional methods should complement digital services to avoid the marginalization of certain populations. Williams and Marius (2016) notably advocate hybrid models in rural areas with poor infrastructure in the Caribbean.
    On the other hand, I think that some traditional methods should also remain as safeguards against the risk of centralization of “digital power”. Indeed, in an interconnected world like ours, dominated by capitalism and innovation-driven economies, a country without an e-government system is heading for economic and political ruin. However, countries like China, the United States and Russia prove to us that e-governance extends beyond simple efficiency and suggests a management of the power dynamics between governments and citizens. It is a means of population control but also surveillance through the mass collection of data.

    And regarding this there are different ethical concerns. Grigalashvili (2022) notably raises the risks of data centralization and the potential exclusion of non-digitalized people (they would be invisible to society). UNDESA (2024) reports that 63% of least developed countries do not have strong data protection laws, making citizens’ data vulnerable to abuse.
    In addition, data sovereignty also raises the question about who really owns and controls the data. Effectively, many governments rely on technology companies to manage their digital services. Unfortunately, these companies store data on foreign servers. So this also raises questions about jurisdiction and liability in the event of a data breach or misuse.

    However, digital governance can reduce corruption through transparency and traceability. UNDESA (2024) found that a 1% increase in EGDI corresponds to a 1.17% reduction in corruption, as automated systems limit human discretion. But, these systems can also generate new forms of corruption such as cyberattacks and data manipulation.
    The « design-reality gap » model of Heeks (cited in Madon, 2004) shows that private sector solutions sometimes conflict with public sector needs when technology companies influence regulations for their own benefit. The example of Ukraine’s e-procurement system, which reduced corruption by 47%, while being exploited by hackers to manipulate bids, highlights this paradox. As Dawes (2008) notes, opaque algorithms introduce corruption risks without proper auditing.

    So these three questions illustrate the inherent dilemma of finding a balance in e-governance: how to modernize public services while ensuring inclusive and ethical transformation? Without this balance, e-governance risks serving those in power more than the citizens it is supposed to help.
    That is why ensuring transparency in partnerships between governments and technology companies and giving citizens more control over their own data could help build the trust needed for e-governance to truly advance good governance.
