Introduction

 

Let’s look at Digital Identity Systems. These systems have developed as a critical component of modern government, providing enormous prospects to improve efficiency, security, and accessibility in both public and private sector (UNDESA 2024). As governments and organizations globally embrace digital ID systems, the debate over their impact on human rights and privacy intensifies. Supporters argue that digital IDs enhance financial inclusion, reduce fraud, and improve access to critical services, while critics’ highlights risk such as mass surveillance, algorithmic bias, and exclusion of marginalized population (Rodrigues 2020). Research also indicates that blockchain-based digital IDs could provide a more secure and decentralized alternative, minimizing the risk of data breaches and fraud. However, they presents substantial technological and economic challenges, especially in developing countries (Alexandru-Cristian Careja 2023). This blog critically examines the opportunities, risk associated with digital IDs, evaluates the strengths and weaknesses of existing research, and investigates theoretical connections to global and regional contexts.

Opportunities of Digital ID

Digital identification (ID) systems, especially those that use blockchain and artificial intelligence (AI), provide major opportunities to enhance governance, and security and inclusion. According to (UNDESA 2024), digital IDs can help with smooth access to government services, financial inclusion, and improve transparency in public administration. Digital IDs can improve administrative workflows by decreasing the need for physical documentation and processing by human, which will be saving governments and its citizen’s money and time. This is relevant especially in areas where bureaucratic inefficiencies hinder economic development and public service delivery.

    Digital IDs also aid in preventing identity fraud by using safe authentication and verification methods (Alexandru-Cristian Careja 2023). Customary paper-bases identification systems are subject to fraud, theft, and loss. However, digital IDs, especially those run by blockchain-based digital identities protect data integrity, decrease bureaucratic inefficiencies, and improve accessibility for vulnerable populations, such as refugees who frequently encounter institutional problems when trying to acquire legal identification.

    Also, AI-integrated digital ID systems can streamline identity verification in sectors such as healthcare, education, and social welfare, by ensuring that critical services are provided  to the intended individuals efficiently (Rodrigues 2020). While increasing security, AI-powered facial recognition and biometric verification can reduce manual verification errors. Digital IDs can also aid in fraud prevention in the banking and finance sector. In times of disaster, such as pandemic/hurricane digital IDs can allow for quick identification and verification of eligibility for emergency aid, such as vaccination/medications. 

Human Rights and Privacy Risk

Despite their benefits, digital IDs pose serious human rights and privacy concerns. One major concern is mass surveillance and unlawful data access, in which governments or private entities use digital ID systems to conduct intrusive monitoring (Rodrigues 2020). If not effectively regulated, digital ID databases can be used to wield authoritarian control, resulting in excessive human rights breaches. In instances, some governments have utilized national digital ID systems to monitor and over power political opposition, restrict migration, and limit access to services for specific groups.

    Additionally, digital ID solutions may inadvertently exclude underprivileged individuals who lack digital literacy, access to technological infrastructure, or the necessary documents (Alexandru-Cristian Careja 2023). Inequality will worsen because of the digital gap, which occurs when rural and low-income communities have restricted internet connection. This will hinder individuals without digital literacy or technological resources from fully engaging in society. The use of AI for digital ID verification has prompted ethical issues about algorithmic bias and prejudice. Research indicates facial recognition systems can have racial and gender biases, disproportionately impacting minority communities and which willnresult in erroneous denials of access to services (Rodrigues 2020).

    Moreover, centralized digital ID systems are vulnerable to cyberattacks, resulting in data breaches and identity theft. Such a breach of the national digital ID system might expose millions of people to fraud and the misuse of their personal information. Decentralized blockchain based solutions offers enhanced security, however, their high implementation cost and technological constraints may be difficult for developing nation to finance (Alexandru-Cristian Careja 2023). If there are no strong data protection regulations and cybersecurity safeguards, digital ID systems risk becoming major liabilities rather than assets.

Strengths of the Arguments

The actual data and case studies used to support digital ID implementation are comprehensive. (UNDESA 2024), gives real examples of effective digital IS use, highlighting its potential to improve governance. The report highlights situations where digital IDs reduced corruption in assistance programs and improved efficiency in public service delivery. For instance, Estonia’s e-ID system is frequently touted as a success model, allowing residents to securely access online services, vote in elections, and digitally sign papers, thereby greatly decreasing bureaucratic inefficiencies.

(Alexandru-Cristian Careja 2023), provide a strong technical perspective on bockchain-based digital IDs, making a well-documented case for their security benefits. Their research explores how decentralized systems can reduce fraud and enhance transparency. Estonia has effectively integrated blockchain technology into its e-governance system, ensuring data integrity and security.

 (Artma 2024), contribute to the discourse by offering a realistic, business-oriented viewpoint on how digital IDs are altering modern registries, highlighting their role in improving service delivery across industries. Singapore’s SingPass, for instance, has been praised for facilitating smooth digital transactions across government and private sectors, highlighting how good digital ID systems may improve service delivery while adhering to strict security measures.

Weaknesses of the Arguments

While the arguments supporting digital IDs are great, they frequently underestimate the risk of data misuse and exclusion. (UNDESA 2024), primarily highlights the successful implementations, but does not sufficiently address instances where digital IDs have failed or resulted in human rights violations. For instance in Uganda, the national digital ID system was chastised for making millions of Ugandans struggle to access vital public services and also preventing thousands of elderly people from receiving pensions owing to registration problems and bureaucratic inefficiencies (Taylor 2021).

(Rodrigues 2020), effectively outlines the problems associated with AI-driven digital ID systems, but lacks empirical case studies to support his theoretical concerns. Even though the article raises potential human rights violations, more real-world examples would enhance its arguments.

(Alexandru-Cristian Careja 2023), proposes blockchain-based digital IDs as a security solution, however, they overlooked the enormous financial and technological obstacles associated with implementing these systems in underdeveloped nations.

Theoretical Connections

Theoretical frameworks contribute to a better understanding of the consequences of digital identities. Surveillance Capitalism (Zuboff 2019) argues that digital ID system, mostly those owned by private companies, can result in data commodification, where personal information is exploited for profit, raising ethical concerns regarding privacy and autonomy. Finally, the Digital Authoritarianism theory suggest that some governments use digital ID Systems to gain power and limit human rights. Without adequate legal protections, these systems could enable widespread surveillance and the clampdown of dissent (Rodrigues 2020).

Conclusion

Digital ID System presents a paradox, they provide significant opportunities for governance, financial inclusion, and security, while also posing substantial risk to privacy, human rights and social equality. While the potential benefits of digital IDs are well recognized, their implementation should be approach with caution, ensuring legal frameworks and cybersecurity protections are in place to protect individuals from misuse. Policymakers must consider both technological and ethical aspects of digital identification systems to create inclusive, secure, and rights-respecting digital infrastructure. Future research should focus on developing comprehensive regulator frameworks that balance innovation and human rights .

However, I would’ve like to see a few case studies where digital ID systems have had negative consequences. For instance, Uganda’s national digital ID program has been criticized for excluding vulnerable populations from essential services due to documentation barriers and technical failures. Notwithstanding, the post was a comprehensive one.

    1. Yes, governments can balance efficient digital ID systems with legal protections, but this needs robust regulatory frameworks, independent oversight, and privacy-enhancing technologies. A successful example is the European Union’s General Data Protection Regulation (GDPR), which sets strict guidelines on data privacy and security, ensuring that citizens retain control over their personal information. However, in countries with weak governance structures, digital ID systems have been misused for surveillance. For example, China’s Social Credit System integrates digital IDs with mass data collection to monitor citizens’ behavior, restricting freedoms based on government-assigned scores. To prevent these kinds of abuses, governments must establish independent data protection agencies, implement privacy-by-design principles (such as data minimization and encryption), and introduce strict penalties for data misuse. Without these safeguards, digital ID systems risk becoming tools for surveillance rather than instruments of inclusion.

    2. Governments and organizations must adopt a multi-faceted approach that addresses infrastructure gaps, documentation barriers, and digital literacy challenges. One effective strategy is onboarding marginalized communities through alternative verification methods. For example, Pakistan’s Biometric Verification System (BVS) allows citizens without traditional documents to register using fingerprint scans, helping to include refugees and undocumented individuals.

    Another approach is expanding digital infrastructure in rural areas. For instance, Estonia has implemented a nationwide digital literacy program to ensure that all citizens can access and use digital services. In contrast, many African nations still struggle with connectivity issues, which limit the effectiveness of digital ID programs. Public-private partnerships can help address these challenges, as seen in Kenya’s Huduma Namba program, which partnered with mobile network providers to extend digital services to remote areas.

    Governments must also ensure accessibility for people with disabilities and the elderly. Providing user-friendly digital ID platforms with multilingual support and voice-assisted features can help overcome accessibility barriers. In India, Aadhaar-linked banking services were adapted to include voice-based authentication for visually impaired users.

    3. One of blockchain’s biggest advantages is its decentralized structure, which reduces the risk of mass data breaches. For instance, Sierra Leone explored blockchain-based ID solutions to improve electoral transparency and reduce fraud. However, the project saw technical challenges such as unreliable internet access and high implementation costs, highlighting the limitations of blockchain in low-resource settings.

    To make blockchain-based digital IDs viable in developing countries, hybrid models could be adopted. These models combine centralized and decentralized elements, allowing governments to manage essential data while granting individuals greater control over their personal information. For example, the World Food Programme’s Building Blocks project uses blockchain to provide refugees with secure digital identities, enabling them to access aid without requiring a traditional bank account.

    Yes, governments can strike the balance, but they can only do so if their digital ID systems are both designed and implemented with privacy, transparency, and accountability at the center. As Rodrigues (2020) argues, technological efficiency should never come at the expense of civil liberties. The problem here is that many digital ID programs are introduced with a "solutionist" mentality without strong institutional safeguards built in. For example, countries like Estonia demonstrate that it’s possible to have secure, rights-protecting digital ID systems by embedding transparent data governance and relying on citizens having access to logs that show who has viewed their data, and when. However, in countries like Uganda or India, the technological problems and lack of institutional design has meant some have been excluded from the digital infrastructure, or subjected to surveillance; these risks are heightened. Enabling this level of rights protection will only be possible with active and enforceable legal protections through independent data protection agencies, and the system will have to embrace privacy-by-design objectives.

    2. What can be implemented to ensure marginalized communities are not excluded from digital ID services?

    Marginalized populations often get left behind because systems or structures are not designed around their own unique realities. Moving from a one-size-fits-all assumption will truly start to open up more equitable options for everyone. Governments must create adaptive, accessible, and culturally responsive systems. One useful intervention is to have multi-modal options for registration and verification. India's Triads has attempted voice verification for the elderly, but has faced some barriers. In addition to technological considerations, social infrastructure is critical. People, by and large, do not have accurate documentation to enroll in digital ID's. Governments could partner with trusted local organizations to initiate community-based registration. Practical interventions could include using mobile ID or both stationary and mobile pop-up registration systems and utilizing third party intermediaries to help with registration and/or verification who speak local dialects. As UNDESA (2024) indicates, inclusion extends beyond providing physical access to a system, it includes accounting for literacy levels, cultural nuances, and historical scepticism.

    3. Is it possible for blockchain-based digital ID to address privacy and security concerns in developing countries with limited infrastructure?
    Yes, blockchain presents strong opportunities to improve privacy and security in digital ID systems; however, its effectiveness will be determined by the deployment environment. Blockchain's primary benefits of immutability, decentralization and cryptographic security make it a particularly compelling option for cases of identity theft, data tampering, centralized surveillance, and the loss of trust in government registries. Blockchain allows individuals to control their identity credentials and to selectively share them without disclosing all personal information. The Sovrin Network and ID2020 Alliance provide compelling examples of self-sovereign identity systems that are being piloted in places like Nigeria and Bangladesh. Nevertheless, as Bokhari & Myeong (2017) argue, technological solutions will not resolve failures of governance. Developing economies face fundamental challenges in regards to limited electricity access, poor connectivity, and low digital literacy levels, which hinder any efforts to improve the security of human identity systems. Indeed, it is likely that a blockchain system that requires uninterrupted internet access or access to a device, may inadvertently exclude the populations it is intended to protect.

    I do believe it is possible for governments to efficiently balance digital IDs whilst protecting against surveillance and misuse of data. The EU demonstrates that this is possible, in fact Rodrigues (2020) outlined the challenges and aspects of vulnerabilities that the EU faces and the policies that they have implemented to reduce these challenges. As you mentioned in your article, Estonia is one of the country’s that has implemented the digital ID system and I learnt from a TedTalk by one of their citizens that the most important mechanism implemented by the government relies on the basis that the citizens own their data and not the government. This has allowed the government to implement the digital ID system alongside legal protections to reduce the chances of surveillance and misuse of data. Overall, I do believe that the use of legal protections may not be full proof against issues of surveillance and data misuse. China is one of the countries that uses IA — digital ID as a surveillance mechanism. There have also been challenges associated with legal protections against surveillance and misuse of data because oftentimes it is the private sector who actually owns the data and citizens are often unaware.

    Marginalized communities need to be included in the current system, they are usually excluded due o discriminatory practices. This highlights the question of legal identity that the UN uses to define digital identity. Currently those who are refugees, poor and other marginalized groups are not registered in the current system thus they most likely do not have a birth certificate nor a national id card especially in countries like Cote d'Ivoire, Kenya, Tanzania where citizenship by birth is not a legal right. Moreover in most cases, they are unable to access citizenship due to their legal status. In addition, the exclusion from the current system will exclude them from accessing digital ID and its services. Nonetheless, once they are a part of the current system, the algorithms for the digital ID need to be inclusive and non-discriminatory to ensure that they are included. Governments will need to create campaigns that will explain the benefits of digital ID services. Once all these considerations are implemented as a part of the digital ID strategy implementation process, this should reduce the exclusion of marginalized communities.

    3. Is it possible for blockchain –based digital ID to address privacy and security concerns in developing countries that has limited infrastructure?
    Blockchain has the potential to address the privacy and security concerns. As mentioned in Mathlide's blog, blockchain has the capacity to store large amounts of data and even prevent instances of theft, fraud or losing information. Careja and Taupus (2023) stated that with the right blockchain system, digital ID is possible. In addition, they mentionned an aspect that I do believe will aid developping countries address privacy and security concerns, this is centred around citizens ownership and responsibility for their data. This would essentially mirror the system in Estonia, whereby citizens own their data but they take it a step further, in the case of blockchain citizens decide who they will share their data with. This therefore gives citizens ultimate control and responsibility over their data. On the otherhand, the government is responsible for selecting a reliable blockchain technology that can store the data securely and provide the citizens with autonomy. It is indeed possible for such a system to exist in developing countries but it will require aid and innovation on the part of the developing countries. Nonetheless, developing countries need to also consider the adverse effects especially in the environment.
