Open Data and Business
In what ways does open government help advance business development in a country?

Open data use was initiated by the United States but has become democratized over the last fifteen years around the world. According to Legifrance[1] it is "data that an organization (public or private) makes available to all in the form of digital files in order to allow their reuse". They meet three conditions: they are generally not personal in nature. They are accessible in a format that promotes their reuse. And the reuse of open data may be subject to conditions. According to Elinor Ostrom, they are considered a common good because they enrich the common capital[2]. They allow for greater transparency of the State or any private actor and they allow the different actors to use this data for free to innovate and share their information to enable economic development. However, this opening of data is not without risk.
One of the main ways in which the government can enable the development of businesses is to provide entrepreneurs with free access to its reliable data. This open government data allows businesses to optimize their operations and create innovative services. The European Commission estimates that open data could generate economic benefits of up to $55 billion per year in Europe alone[3]. Small and medium-sized enterprises particularly benefit from open data, as they often lack the financial resources to collect and analyse large datasets. By leveraging open data, these companies can develop applications and services that more effectively meet consumer needs. For example, open transport data has facilitated the creation of navigation applications that optimize mobility[4]. In Paris, thermal imaging cameras are used to measure road traffic and other non-motorized vehicles. This helps to better understand traffic flow and relieve congestion. This data is open and thus applications like Google Maps can use it to give real-time directions on transport and find the best route[5].
Open government data also allows for fair competition by guaranteeing businesses, investors and consumers equal access to market information. This transparency reduces information asymmetries that can lead to monopolistic practices. Meteomatics, is a Swiss company that manufactures drones and collects weather data[6]. It uses this data to provide accurate weather forecasts for sectors such as aviation, agriculture and renewable energy. By combining open government weather data with its own algorithms, Meteomatics helps businesses reduce risk and improve decision-making. Farmers use its data to determine optimal planting times, while energy companies rely on accurate weather forecasts to anticipate wind and solar power production. This access to open data fosters a more competitive environment by allowing small businesses to leverage high-quality weather information without relying solely on expensive private data providers.
Open data initiatives also improve government efficiency, which benefits businesses by simplifying regulatory processes. E-government platforms facilitate digital transactions, reducing bureaucratic barriers to business operations. Estonia, a pioneer in leveraging open data through its e-government initiatives, has seen its public sector become more efficient and business development facilitated. The country in fact implemented the X-Road platform in 2001 which allows transparent and secure data exchange between government agencies and private companies, thus reducing bureaucratic obstacles and administrative costs[7].
However, there are risks that allow us to nuance the contribution of open data. While open data aims to improve transparency, it also raises concerns about data privacy. Even when personal data is anonymized, the risks of re-identification persist, particularly when datasets are combined. The collection of personal data on health, trial reports, or video surveillance can expose individuals' private information. This can be illustrated by the Cambridge Analytica scandal, in March 2018 when this company collected the personal data of 87 million Facebook users without their explicit consent. It used this data to create detailed psychological profiles of American voters to target personalized political messages during Trump’s 2016 presidential campaign. The company went bankrupt shortly after[8]. Thus, governments must better legislate to protect the personal data of users who do not wish to have their information shared.
Critics argue that open data mainly benefits those who have the expertise and resources to analyse it. Gurstein[9] points out that open data often strengthens already privileged groups (large companies) while marginalizing small businesses and less technologically advanced regions. Indeed, big data is very expensive to process and store, which small and medium-sized enterprises cannot afford. Similarly, on an international scale, open data from countries in the South, although promoted as levers for development, is often captured by multinationals from the North. African agricultural data feed the predictive algorithms of GAFAM, reinforcing their economic domination while marginalizing local actors. This dynamic, referred to as digital colonialism[10], relies on regulatory and technical asymmetries. This is the case in Nepal, where foreign companies exploited domestic open data for economic gain, leaving local companies at a disadvantage[11]. Without adequate digital infrastructure and training, open data risk exacerbating economic inequality rather than fostering inclusive growth.
Furthermore, open data can facilitate citizen surveillance by States, as governments can exploit publicly available datasets for in-depth surveillance of citizens. As is the case with China’s social credit system where personal data is used to score citizens. This raises ethical questions about the balance between transparency and individual rights.
Despite the benefits, full openness poses some privacy concerns. In this perspective, semi-open data could be an alternative by combining conditional access and regulated reuse. Paid licenses for companies but free for researchers make it possible to limit commercial exploitation while promoting social innovation. Midata in Switzerland embodies an alternative governance of personal data. Members store their health data (medical records, fitness trackers) on an encrypted open-source platform, deciding themselves whether to share them with researchers or doctors[12]. In that way participants retain the freedom of choice concerning their data. In addition to a better regulatory framework to protect users, alternatives such as these would make it possible to reconcile transparency and protection.

Caroline's blog allowed us to understand better the term "open-data" as well as provided numerous concrete examples of governments or companies using open-data and a nuanced view on open-data to develop critical thinking.

As students studying in fields that require constant research in the course of our work, or that increasingly take the step of finding credible information, open-data is crucial to gaining access to this knowledge. They ensure a degree of transparency for organizations, and enable users to obtain information at a lower cost, as this is first and foremost a right. On the other hand, the term “open” can be frightening, as many incidents (as mentioned in the article) have taken place and put our information at risk. I think this data can be beneficial to everyone, but it still needs to be better controlled and legislated to ensure the security of our data in an area where more and more of our information is being digitized.
2. What do you think about the enhanced surveillance initiatives that are gradually spreading around the world (for example during the Olympic Games in Paris) under the pretext of security? Although the authorities ensure a certain anonymization, is confidentiality really ensured (example of Cambridge Analytica and the data leak)?
The free movement of citizens and the current geopolitical context inevitably increase security risks, so the increase in surveillance systems in countries can be explained in terms of internal security. However, cases such as China's, mentioned in the article, mark an encroachment by governmental authority on the private sphere. The question is: how far can surveillance go for the sake of security? I think certain limits have been crossed by certain governments, as it no longer leaves room for a private place for citizens. Some information is precious to citizens, because it is unique to each individual and a matter of privacy. What's more, in an increasingly connected era, I think we have to assume that there will always be a risk, because data protection systems are not infallible, since they are above all man-made. When we decide to accept cookies on a website, publish information on social networks, or agree to submit data to government sites (tax, health, education) we have to understand that we are exposing this information to a potential risk of leak or malicious use. It is almost impossible to live in an environment completely cut off from the Internet or government control, because by becoming part of a country and its society we have accepted the conditions of a “contract” to ensure a common good. I think the best way not to let ourselves be affected by potential leaks of our data would be to be aware of them and to remain cautious when using platforms that demand our data.
Good points Ambre, open data is a double edged sword for sure. I recall when geographic data started to become more widely used for GPS navigation, people were so excited to use it that they gave up their personal data to make the systems more accurate. The businesses in turn started expecting everyone to do the same and started building in intrusive ways of make you unknowingly give up your privacy. Open data is also quite important to research, especially for researchers who do not have ready access to paid journals and databases.

I think that open data's purpose has been effective because as you mentioned, Google maps access to data helps with traffic control and this is also linked to the Uber app as well. So I really do believe that it can be very useful especially the example of the information on the weather used to help the aviation sector and the agriculture sector. These examples demonstrate's open datas role in the sharing of data for the "common good". On the other hand, the sharing of data without protections such as encryption or legislation opens the door for misuse and abuse of data collected. I'm personally against the sharing of my medical and geographic data for example because I don't believe that my country is sufficiently equipped to protect my data without abuse.

I do believe that these enhanced surveilance intiatives have the potential to guarantee security. For example, Although, during covid-10, particularly contact tracing applications were very useful in tracking personnel which would've helped to reduce somewhat the spread of covid-19. However, the surveillance tools employed by governments are morely to be weaponized to create surveillance states like China. In fact, according to an article published by the Middle East Institute "Nowhere to hide: The impact of Israel's digital surveillance regime on the Palestinians" (2022), highlights Israel's use of technology to track the people of palestine through facial recognition and other digital technology innovations as a means of protecting their people. However it can be argued that Israel's use of technology, more so open data has significantly reduced the right to privacy for the people from Palestine. Moreover, the article also stated that the use of open data and digital capitalism has allowed Israel to test products on Palestine, which have been sold to other states known for misuse of personnel data.
Estonia has curated a stage for anonymity of data for their citizens because the citizens are the ones who own their data, not the state. However, it is becoming increasingly difficult for states to ensure confidentiality for their citizens. With expansion of the internet and the constant collection of data, governments will need strong legislation as well as significant investments into encryption. They will also have to implore stringent measures to determine who has access to data and how it is stored. This may pose a major challenge in developing countries, thus they will require investment and training of personnel.
Chesine, are there any specific circumstances where you consider the sharing of your personal medical or geographic data with the Jamaican state?
DeleteI have shared my medical information at the airport which is useful as it is a travel hub. This will help track infectious diseases and reduce the spread. In terms of geographic data, it would be useful to share for my security. However my issue has always been the storage of my data and the right to privacy. I'm not saying that the government shouldn't access to my information but parameters are needed to potect the data and the use of the data

ReplyDelete1. Open data plays a crucial role in promoting transparency, accountability, economic growth, and improved public services, but its effectiveness depends on how it is implemented. However, while open data has numerous advantages, anonymity is my top priority. I do not mind contributing to statistical analyses, but I do not want my personal identity attached to the data. Privacy and cybersecurity concerns are significant, particularly regarding medical and financial data, which, if mishandled, can lead to discrimination, identity theft, or other forms of misuse. The COVID-19 pandemic was a strong example of how open data can be used effectively while maintaining privacy, as seen in Jamaica’s JAMCOVID online dashboard, which provided real-time case tracking, vaccination rates, and health updates without exposing individual identities. This approach allowed citizens and international travelers to stay informed while ensuring privacy, making the crisis more tangible and encouraging the public to take safety measures more seriously. It also demonstrated the importance of data-driven decision-making, which is one of the core benefits of open data when applied correctly.Open data has also played a critical role in governance and fiscal accountability, as seen in the public outcry over substantial salary increases for Jamaica’s political leaders in 2023. Government salary figures were made openly accessible, the public was able to scrutinize how taxpayer money was being allocated, putting pressure on politicians to justify the increases. This transparency ultimately led to the Prime Minister declining his own raise, as public backlash made it clear that the government could not silently implement drastic pay increases without accountability. The fact that these salary hikes were boldly enacted despite public knowledge raises the question—what would have happened if open data did not exist? If leaders were comfortable raising their own salaries knowing the figures would be public, one can only imagine the extent of unchecked financial decisions that might occur in the absence of such transparency. This demonstrates that while open data does not eliminate corruption, it significantly reduces opportunities for abuse by ensuring that government actions remain visible to the people they serve. While I acknowledge the value of open data in these areas, I strongly believe that cybersecurity must be a top priority to prevent privacy violations, hacking, and misuse of financial or medical records. People are more likely to contribute to open data initiatives if they trust that their information will be used for the common good while ensuring their privacy.

Enhanced surveillance initiatives, like those introduced during the 2024 Paris Olympics, are gradually spreading worldwide under the guise of security, but it is highly unlikely that these systems will be dismantled after the event. The technological infrastructure required for such surveillance is too expensive and complex to justify a short-term implementation, and history has shown that once these measures are in place, they tend to remain and expand in scope. If they are not taken down, the real question is—who will ensure that they are? Without clear oversight, these tools can easily be repurposed for uses beyond what was originally stated, whether for law enforcement tracking, mass data collection, or even political control. As AI and technology evolve, so do the methods to exploit them, making cybersecurity a constant race to stay ahead. New tech brings new risks almost instantly, debunking the myth of "anonymized" data. With AI and advanced analytics, de-anonymization is easier than ever, despite claims of privacy.
Dana-Simone, government salaries (politicians and public sector workers) are public information, you can even access specific employee's salaries using the Free of Information Act. The raises in salaries were not disclosed as a benevolent act of transparency, it is a political requirement. All government spending is by definition public; that people don't know what is being budgeted and spent is a failure both of citizens, the media, and the oversight entities.

ReplyDeleteHowever, while open data has immense potential, the lack of strong regulations and data protection measures can expose individuals to significant risks. Medical data, for example, if mishandled, could lead to discrimination in employment and insurance policies. In the United States, the 2015 case of Anthem Inc., where hackers stole the medical records of nearly 80 million people, demonstrates the vulnerabilities of digitalized health data. Similarly, geographic data, such as location tracking, can be exploited for targeted advertising, surveillance, or even criminal activities, as seen in cases where stalkers used ride-sharing apps to track victims.
Personally, I would not be comfortable with my medical or geographic data being openly shared without strict encryption and oversight. While I acknowledge the benefits of open data in areas like transportation, agriculture, and climate research, I believe that personal data should be subject to stringent security measures and require explicit user consent before being shared. Estonia, for example, has implemented a robust data governance model where citizens retain ownership of their data, and any access by the government requires explicit authorization from the individual. This model should be replicated globally to balance the benefits of open data with privacy rights.
2. The expansion of surveillance technologies under the guise of security is a growing global concern. While governments justify these initiatives as necessary for national security and crime prevention, the reality is that these measures often remain in place long after the initial justification has passed. For instance, during the 2024 Paris Olympics, authorities introduced AI-powered video surveillance systems to monitor public spaces. While this technology was promoted as a way to prevent security threats, history suggests that such measures are rarely dismantled after their initial deployment.
One of the biggest risks of mass surveillance is the potential for abuse by authoritarian regimes. China’s social credit system, for example, uses facial recognition, AI, and open data to monitor citizens’ behaviors, assigning them scores that determine access to public services, travel rights, and even employment opportunities. Similarly, in Israel, facial recognition technology has been used to monitor Palestinian populations, raising ethical concerns about racial profiling and human rights violations. The concern is that surveillance technologies, once deployed, can be weaponized against marginalized communities, political dissidents, and journalists.
Even in democratic societies, data anonymization does not guarantee confidentiality. The Cambridge Analytica scandal exposed how personal data, initially collected for benign purposes, was exploited for political manipulation. This demonstrates that even when data is anonymized, it can often be de-anonymized using advanced AI and machine learning techniques. Governments and corporations may claim that surveillance data is stored securely, but breaches are inevitable. The 2019 data leak from Aadhaar, India’s biometric identification system, compromised the personal information of over 1 billion citizens, highlighting the risks associated with centralized data collection.
If enhanced surveillance is to be implemented, it must be subject to strict regulations, independent oversight, and public accountability.

DeleteQuestion 1 : The problem with progress seeking in technologies is that we usually don’t realize what are the limits. Sharing open data mean also a diminished privacy. In the name of « common good » I feel like I must accept it, it makes us responsible of something bigger, and it seems almost hard to refuse being part of this data collect like it is an egoist choice against society.
ReplyDeleteYou’ve talked about Google Maps, I’m wondering to what extend this service isn’t based on private data. To know if there will be traffic on the road or even to show the good direction, the app needs the location of the car to evaluate the distance, the speed etc. So if Google has access to my location it can have also access to it even when Google Maps is off. So google can basically follow all my rides. The limitations scares me.
The case of Meteomatics, for me makes more sens. If the data is based on non-personnal elements, I can understand it’s for common good. Indeed, it must be less annoying for a cloud to be observed than for me !
But what is my main frustrating point is about the right to refuse being « collected ». Google or whatever big data collecting entreprises often explain we have the choice to consent to that collect or no in the settings. In fact, this is way more complicated than that. I tried several times to turn off my consent (which by the way is automatically on when we download an app, which shouldn’t), and it was very unclear, almost impossible to find the right place without being shown. And even when we finally see the adequate heading, it asks us a lot of explanations and especially evidence that Google use our data, something that is almost impossible to provide.
2) Monitoring people in the name of security makes me thing about the massive expansion of CCTV technologies in major cities in the world. China use a lot of these technology to watch and prevent danger. All seems to be about what we put under security, who decide what is safe or not. If a dictatorship start collecting data to mind security it can be the beginning of a terrible mass surveillance era and the deprivation of freedom.
So, of course it is useful and maybe essential in some situations like the Olympic Games to ensure security and prevent any king of danger. It can save lives. But I’m also convinced that it can destroy some if there is an abuse of this data collection.
You make an excellent point Caroline about the frustration experienced when trying to opt out of being tracked and sharing your personal data with apps. The default is that you must share so that the app can better serve you. The functionality of some apps are limited if you don't share your personal information and location with them; running (especially Nike) and health related apps are notorious for this.

Open government promotes transparency in economic policies: when government spending, procurement, and regulation become public, businesses are in a better position to understand the markets in which they are operating and the potential opportunities for growth available. This transparency tends to limit the unfair advantages often held by large corporations which have privileged access to government decision-making.Moreover, open data increases the competitive advantage of businesses as it delivers real-time information on trade, infrastructure, and industry trends. For example, a government that reveals transport and mobility data helps businesses optimize logistics and cut down costs while improving service delivery. Open climate and weather data in agriculture support farmers and agribusiness in more accurate decision-making, which leads to increased efficiency and sustainability. As already touched upon in the blog discussions, however, privacy concerns and the security of data remain two key challenges. Although open data offers many opportunities, business needs to be aware of possible misuse, particularly when it comes to proprietary or sensitive commercial data. In countries with robust frameworks governing data (like Estonia's, in which citizens retain ownership of their data), openness can work in tandem with privacy protection, making open government a more enduring model for business growth.

Despite the promise of data anonymization within democratic, transparent societies, the Cambridge Analytica scandal revealed how personal data-analyzed under more or less benign conditions-was put to the service of political manipulation. This shows that even anonymized data may still be more easily made identifiable with the smart use of AI and ML.
