How can emerging technologies help with government service delivery in the Caribbean?

Introduction

Have you ever tried accessing a public good or service, only to realize that the process took you an entire day? Public service delivery, especially in the Caribbean, is often described as inefficient, tiring, time consuming, and most times the steps are mainly reliant on manual processes. While some governments have started digitizing some of their services, most remain outdated which are often lengthy and frustrating to citizens. For example, The Passport, Immigration and Citizenship Agency, Jamaica, has digitized its passport renewal process; however, a new applicant requires in-person office visits due to its manual verification method which often consist of excessive paperwork, long wait time and several bureaucratic hurdles that takes an entire day to get over. But the question is, can public service delivery in the Caribbean be completely modernize with emerging technologies or will the region be held back due to slow adoption and implementation?

To answer this question, we must understand how emerging technologies can assist governments in the Caribbean to modernize governance and improve service delivery. Using examples within the global space such as blockchain-based voting system in Estonia’s, Aadhaar digital identification in India which has transform how citizens access welfare services, and artificial intelligence-driven public services assistance in Singapore can demonstrate how these technologies can modernize bureaucratic processes and improve the engagement of citizens.

Emerging Technologies

Blockchain

Blockchain, a promising technology for improving public service delivery, is defined in the article “Will Blockchain Transform the Public Sector?” by Killmeyer, White and Chew (2017) as a “distributed consensus ledger”. In other words, it is a digital system that records transactions and manages information securely without the risk of loss. This means that, unlike the traditional databases, that stores records in a centralized system, blockchain disseminates information across multiple computers and reduce the risk of error, duplication and inefficiencies.

Blockchain has been used in countries like Sweden and Georgia and has been successful in improving land registration systems to ensure that property records are transparent and resistant to fraud (Graglia and Mellon 2018).  In the context of the Caribbean, blockchain could improve public service delivery to address land ownership and increase efficiency by reducing the long processing time, manual paperwork and duplication of approvals. In addition to improving records management, blockchain technology can also modernize the application process for critical services such as birth certificates, passports and driver’s licences. This technology could eliminate having to visit multiple government offices and allows secure digital submission that automatically verifies the information and decreases the turn-a-round time for approvals.

While the benefits of this technology can improve service delivery within the Caribbean, the adoption of this, as highlighted by the (World Government Summit 2017) requires infrastructural investments and policy updates which are areas many Caribbean countries are experiencing challenges. For example, Bahamas has begun using blockchain as part of their central bank digital currency; however, the use of this technology in public service delivery is still minimal.  

Identification Digitization

A digital identification system is described as a secure application-based format that combines key personal information into a digital file that preserves the features of physical identification. This technology can improve the identity verification process when accessing government services and enhance convenience in service delivery by eliminating the need for multiple forms of physical verification. According to (Murray, et al. 2024), digital identification systems reduce the need for paper-based forms and in-person verification by allowing citizens to complete applications online.

Countries like India and Estonia are already using this technology to expedite the authentication process to improve citizens accessing public service. In the Caribbean, Jamaica has made the effort to modernize the identity verification process, through the National Identification Systems (NIDS). This system would allow citizens to access public goods and services without having to physically visit the different government offices. The successful implementation of NIDS could simplify access to the difference services while reducing fraudulent transactions (World Bank 2024). Regionally, using this technology could enhance the movement of CARICOM nationals and allow individuals access to government services across CARICOM member states without bureaucratic delays. (United National Economic Commission for Africa 2023) highlights how digital integration could improve efficiency through south-south cooperation through digital integration, especially in areas such as cross-border healthcare services.

However, while this technology has the potential to improve efficiency and convenience, its implementation in the Caribbean may raise data protection concerns. Jamaica’s data protection Act, 2020, though progressive, lacks tight protections for sensitive information; for example, fingerprint, which could leave a gap that hackers could exploit. For this technology to be successful in the Caribbean, countries would need to assure citizens that their personal information will be protected and not misused for unauthorized use (Sullivan 2012).

Artificial Intelligence

Artificial intelligence is another emerging technology that could improve public service delivery in the Caribbean. IBM defines Artificial Intelligence (AI) as a technology that allows computers to mimic human learning, comprehension and problem-solving (IBM 2024). The use of chatbots and virtual assistance are being used world-wide to modernize how governments interact with its citizens by providing 24-hour service support. Instant responses are provided; instead of having citizens calling multiple offices for information. In the United Kingdom and Singapore, this technology has been assisting citizens with filing taxes, permit applications and social services which contributes to the reduction of workload on employees while improving response times ( (OECD 2024).

In the Caribbean, this technology could improve the accessibility of public service using automated assistance to include citizens from rural areas, with little access to government offices, due to their location, so they can also receive real-time support. According to (Al-Besher and Kumar 2022), artificial intelligence can also improve service efficiency by analysing and predicting trends in information collected and service demand. This then will allow governments within the Caribbean to effectively allocate resources. Looking at regions where disaster preparedness and social services are important, this artificial intelligence could assist in predicting what would be needed to allow for a quicker response where relief effort is concern. However, as (Bokhari and Myeong 2017) states, emerging technologies like artificial intelligence can only be effective if governments have a reliable digital record system, which most Caribbean countries lack.

Conclusion

These emerging technologies provides the opportunity to modernize governance; however, they cannot solve long-standing inefficiencies that prevents optimal service delivery. Governments will need to decide if they will embrace digital transformation by implementing technology to improve public service delivery, or risk being left behind. The Caribbean can leverage these emerging technologies by strategically investing as well as taking a more citizen-centric approach to create an efficient and inclusive public service sector.

    Caribbean countries should prioritize the development of digital identity systems as the initial step to improve public service delivery. Digital IDs facilitate access to many services, minimizing bureaucratic complexities and simplifying procedures for both the government and its citizens (Patel & Singh, 2021). This fundamental technology serves as a conduit for the implementation of additional digital services and integrations, like e-voting, e-health, and digital financial services, which can then be deployed more efficiently.
    Additionally, digital IDs can be amalgamated with technologies such as blockchain to augment security and transparency, guaranteeing that identity data remains immutable and is securely administered (Kumar & Patel, 2022). This primary emphasis not only yields obvious advantages in efficiency and accessibility but also establishes a vital infrastructure that underpins more intricate digital services.
    Instances of Digital Initiatives in Jamaica
    1. National Identification System (NIDS): Jamaica is in the process of adopting the National Identification System (NIDS), designed to offer a unique, dependable, and secure method for verifying individual identities. This method aims to enhance the efficiency of public and private services by offering a comprehensive ID that minimizes the necessity for different cards and IDs. This effort has encountered obstacles such as public skepticism and concerns around privacy and data protection, resulting in modifications to the methodology to mitigate these issues (Planning Institute of Jamaica, 2021).
    2. E-Gov Jamaica Limited: E-Gov Jamaica Limited is a governmental organization responsible for advancing the execution of ICT initiatives across many government agencies. A significant project involves the creation of an integrated platform to enable online services for various government departments. This encompasses the automation of procedures such as tax returns, vehicle registration, and business registration to improve efficiency and diminish conventional bureaucratic obstacles (E-Gov Jamaica, 2022).

      What do you believe is the biggest challenge preventing Caribbean governments from fully adopting to digital services?

      In my opinion, the biggest obstacle for Caribbean governments hesistance to a full implementation of digital services is linked to the digital divide. As we would have learnt since week 3, digital divide is not limited to access to devices but also having the necessary knowledge to operate these devices, websites and applications. We may even extend this digital divide definition to the government's ability to afford the resources, this is also an important factor for the citizens. Governments would need to set aside a sizable amount of their budget to invest in these emerging technologies as well as the market needs to provide affordable devices for the population and the government

      What measures should be considered to balance digital innovation with data privacy and security concerns?

      Whilst innovation and technological advancement are important, it is my belief that governments need conduct an indepth deep analysis of the current understanding and use of technology by their agencies and by the population. Based on the findings, an education campaign should be developed to explain the use of the current and emerging technologies. During these sessions, all stakeholders should be allowed to create the framework for data protection and privacy based on each country's data protection act. This framework should include penalties and measures to enforce the law to protect the data and privacy of all. Moroever, countries may opt to take on a citizen-centric approach, with the citizen at the centre -- they are informed on how their data is being used, when it is accessed and how it is protected like what is presenet in Estonia.

      Which emerging technologies should be prioritized first to improve public service delivery?

      Blockchain as mentioned in the blog posts has the potential to revolutionize the public sector. Blockchain was orginally created as an alternative to the traditional financial instution however it has evolved overtime to include storage and dissemination of data (Ølnes et al 2017). Ølnes et al (2017) provides examples such as Blockchain technology's use in the transfering of land title that tracks the entire process, this would reduce the bureaucratic mishaps that often result in a time consuming and tedious process. Blockchain can also be used in the voting process; this would allow election commissions to track those who vote and reduce the possibility of election fraud as each person would be assigned a unique identifier that is linked to the central system. Blockchain is versatile and has the potential to revolutionize the public sector.

I found this blog very interesting because it highlighted several forms of technologies while identifying that these opportunities, although innovative, are not yet sufficient to solve systemic inefficiencies. And I liked the fact that you showed that what is important for Caribbean governments is above all to invest strategically and take a citizen-centred approach to modernizing public services.

    1/ What do you believe is the biggest challenge preventing Caribbean governments from fully adopting digital services?
    I think that already the access to internet and that the whole population knows how to use the new technologies is the most important challenge, as in all projects related to these new technologies. Digital infrastructures therefore need to be developed nationally.
    In addition, the second challenge is related to the lack of an adapted regulatory framework because according to one of the texts in the bibliography, the World Government Summit (2017), the implementation of technologies such as blockchain or artificial intelligence requires major investments in infrastructure and a modernization of public policies. Many countries in the Caribbean still lack a centralized and reliable database, which is essential for digitization. And then, a factor that has also been talked about a lot in these blogs is the resistance to change which can therefore slow down the rapid adoption of these innovations.

    2/ What measures should be considered to balance digital innovation with data privacy and security concerns?
    Firstly, I think it is necessary to strengthen the legal framework because some data protection legislation needs to be updated to include new standards due to the advent of these new technologies. By new standards, I mean those concerning cybersecurity or personal data management (as we have also seen with the Blockchain).
    There must also be a great deal of transparency (especially regarding blockchain) and we must aim for greater awareness among citizens as stated in the WorldBank report of 2024. Finally, the adoption of advanced protocols (encryption, multi-factor authentication) would limit the risks of cyber-attacks as mentioned in the OECD report of 2024.

    3/ Which emerging technologies should be prioritized first to improve public service delivery?
    The technologies that should be prioritised to improve public service delivery would, in my opinion :
    A digital identification, that is to say, a priority to guarantee fast and secure access to public services. The example of India with Aadhaar showed how this can improve governance.
    Artificial intelligence for service automation is not to be neglected because this AI can optimize the management of administrative requests and improve the responsiveness of public services, especially in rural areas.
    And then, Blockchain for the management of public registers: as analyzed in the case of Sweden and Georgia regarding land ownership, it would allow the Caribbean to reduce fraud and speed up some administrative steps.

    o Promote public awareness initiatives to increase trust in digital services while maintain transparency in data collection.

Given the Caribbean’s bureaucratic constraints, digital identity systems should be the top priority since they lay the groundwork for safe, efficient service access. Bokhari and Myeong (2017), AI-driven automation can therefore be used to expedite service delivery, monitor demands trend, and increase governance responsiveness.

    1.One of the biggest obstacles stopping Caribbean governments from fully using digital services is that many of them simply don’t have enough resources or the right systems to make it work. According to Minto-Coy et al, countries in the region often deal with poor internet infrastructure, expensive technology, and not enough people who are trained to use digital tools effectively. On top of that, each ministry or department might be doing its own thing when it comes to digital planning, which leads to confusion and wasted efforts. Without a clear and unified digital strategy across the government, it’s hard to make real progress.The UN E-Government Survey 2024 points out that even as internet access and technology improve in the Caribbean, not everyone can benefit equally. There’s still a noticeable digital divide which means that some people have easy access to digital services, while others don’t. Those living in rural or low-income areas often struggle with poor internet connections, high costs, and limited access to digital devices. This means that even if the government puts services online, many citizens might not be able to use them. Without tackling these inequalities, digital government systems won’t reach their full potential.

    2. Digital illiteracy plagues many marginalized communities and severely impacts their ability to benefit from e-services. Additionally, some individuals often lack the required devices or network access to take advantage of technological advancements. Considering these limitations, physical access measures and training should be taken to promote inclusive development and avoid the escalation of existing inequalities. During registration or enrollment periods, initiatives can be taken to go to these locations and offer guidance on how the system will be used as well as address or alleviate any concerns/fears they may have regarding privacy and security. This would also cater to persons who may have disabilities or difficulties with transportation. Create a simplified registration process for ease of use and provide assistance to citizens that lack the documentation required to enlist. Utilizing biometric registration and verification as an alternative method could circumvent this obstacle and allow each demographic to capitalize on financial, medical, and employment opportunities. Emerging technologies like AI, blockchain, and IoT bring vast benefits, but they also expand the attack surface. One key recommendation from the World Economic Forum’s 2024 report on Cyber Resilience is the adoption of a “resilience by design” framework, which emphasizes building systems that are not only secure by default but also capable of recovering from inevitable cyber threats

    3. Block chain based digital IDs provide an avenue of data control for each individual. Utilizing a decentralized storage network lowers the risk of identity theft and fraud by enforcing identity validation rules and creating monitorable, auditable forms of transactions. The reduced involvement of third-party entities creates a more streamlined process of how data is accessed and disseminated, which consequently lowers the chance of data tampering, misuse, or exposure. Blockchain allows individuals to have more visibility and management over what data is shared, and the added layer of security through cryptography also enhances data integrity and consistency However, blockchain should not be the only focus. Complementary technologies like Artificial Intelligence (AI) can automate processes and personalize services, while the Internet of Things (IoT) can enhance real-time data collection for infrastructure, traffic, and emergency response. Prioritizing these technologies in tandem can create a robust, digitally enabled public service ecosystem that is secure, inclusive, and future-ready.

      To balance digital innovation with data privacy and security, governments should implement:
      Strong data protection laws- Governments should not just create but also make it a point of duty to enforce clear regulations (similar to the GDPR in Europe).

      Educating the citizens on digital literacy- This includes training on how to recognize scams, protect personal information, and navigate online platforms.

    The move away from traditional service delivery has made progressive strides yet there exists the lingering presence of several hindrances to the full utilization of modernized technological tools in the delivery of services. The work of Oliveira and Garcia (2019) has highlighted a total of 15 critical barriers which limits utilization of these tools, which extends to Blockchain, artificial intelligence and digitalized identification. Issues include digital literacy which has a gap in essential digital skills among citizens, infrastructural challenges like limited internet access in rural areas, accessibility issues which hinders interaction using these methods, complexities such as low levels of trust of these services and the protection of identity, privacy concerns and a lack of interest.

    According to Sullivan (2012) The natural interest of an individual is to protect his or her information which should be complemented with the integrity of the entity that person has registered with. Responsibility is on the relevant authorities to operate with integrity and authenticity in the management of personal records. Data privacy and security concerns should take on a legal character which balances the integrity of entities who are parties to information shared by citizens. Reference in the literature of Sullivan (2012) speaks to a ‘digital social contract’ premised on accountable and responsible digital citizenship to be exercised by organizations.

    Artificial intelligence, blockchain and digital identity as represented in the article represents three emerging technologies which holds the capacity to increase service delivery across governments
    According to Sullivan (2012) the concept of digital identity has been explored for many years through transactions evident in commercial practice. However, the full implications for its implementation are now emerging as governments seek to digitalize government services. This is in large part a solution to achieving efficiency, reducing costs and importantly, reducing welfare fraud.
    Blockchain has been complemented by Killmeyer (2017) as “bringing us the Internet of value: a new, distributed platform that can help us reshape the world of business and transform the old order of human affairs for the better.” Benefits of blockchain includes increased security, efficiency and speed. Estonia as presented in the article is a perfect example of a government piloting blockchain based solutions for voting, identity management and healthcare.
    According to Asad et al (2023) Artificial intelligence applications can positively influence the cyber capabilities and national security of a country, regional government entities and non-state organizations. Cyber security, requiring protecting computer networks from potential threats can be attributed to the use of Artificial intelligence. In addition to security Asad et al continues, Aartificial intelligence assumes an advisory position through the provision of intelligence in different fields. Decision making in medical diagnosis though expertise provides an example of the extensive reach of AI.
